on the blue safe mode fail screen at the bottom it says stop 0x000007e

hello, I seem to have a major problem with my dell inspiron 6400, i have ubcd on a usb and ready to go but dont know what to do. my laptop loads and gets to the black xp screen at which time it just stops and wont load even though the bar goes accross the bottom. i use F2,f8 and f12 and use safe mod...
