After doing a new windows 7 install and sysprep obde /generalize and booted to the disk and ran the program to clone partitions instead of the the entire disk as I didnt want the dell util part. I did clone 2 parts the main part first then after I tested I learned about the system reservce. After getting inaccessible boot I imaged that as well. However after restoring that I get a blocking cursor in the upper left. What should i do? Do i need to repartition the target first? Does the restore order matter?

The partition order matters if you want to get back into windows. If you restored both, and you are getting blinking cursor you need to fix the BCD so it can find the correct partition containing the boot information. This is why the partition order matters.

Sorry for late reply.
