Cleaning my hdd and ssd

I have a virus on my windows 7 computer that i cant get rid of. My friend recommended ubcd. The problem is that i dont have any idea what i should do. So how would i get rid of all the crap and reinstall windows. Tried the windows' wiping program but it didnt work.
