which tool for the job?

I bought a barebones kit from Tiger a couple of months ago and have not been able to get windows to load...new hd, new mobo (ECS Elitegroup), new mem, new cpu (amd Phenom) the works...but when I try loading win7 or xp the machine completely reboots after unpacking the installation files.
My question is how and what diagnostic tools should I run to check each component. I have successfully booted UBCD from a CD-r so all i need is a description of how to use whichever diagnostic tools I need.

Run Memtest86+ first as there may be an issue with your ram. Could also be your PSU not producing the correct voltages, but start with the ram first.
