"No Boot Device Available"

Hi, my friend is asking if I can fix his Dell. It's got two serial ATA drives and apparently he was trying to install Windows on it "something messed up" according to him. Now the machine throws a "no boot device available" message. Even if I change the boot sequence (boot from CD), I still get that error.

When I go into the BIOS both of his drives are detected. I ran the HDD utility option in the boot menu and it said both drives "pass". Still getting the error though..

I'm unsure what to do exactly, it sounds like the OS got corrupted somehow, or boot files. I tried google and someone recommended UBCD, but he didn't go into detail.

Should I try UBCD? And if so, would someone mind advising me on what to try once I have the ISO downloaded/burned?

What about USB booting? Have you tried it? I use it for software application development in Intellect
