HOW to copy a file? - Vista Home Pre - UBCD ISO

I need to access a .txt file on the C; Drive Win32 folder
The UBCD boot cd works great and i see a list of File Tools, but i have no idea how to use them! or CHANGE DIRECTORIES?

the CD Drive is Q:
when i try to CD DIR to C:

it says not responding.

1) How do i change directories to see the files on the C Drive?

2) What program do i need to get to the C: drive and copy the .txt file to a USB drive?

Download Puppy Linux, Parted Magic or UBCD50b10 (contains Parted Magic).

They support reading and writing to NTFS partitions.

Or use the Windows Vista install CD and select the command prompt to copy the necessary files.
