hal.dll error

Hi,

I have a Dell D600 laptop, running Windows XP. I can't boot my computer because I keep getting this error message that says: File hal.dll is missing or corrupt please replace. I don't have the original boot disk that came with the computer, so I bought a copy of UBCD. But I still get the same error message when I try to boot with UBCD. I have a good copy of hal.dll on a flash drive, but I haven't been able to install it, because I can't boot the computer. Does anyone have any suggestions?
