I am new to this program disk. I burned the .iso file to a CD. Is the CD supposed to boot up when the bios is changed to "Boot CD first"? or is there something that I have to add to the cd to make it bootable?

You need to burn the iso as image to the CD (not as file).
http://iso.snoekonline.com/iso.htm

The CD should boot up, when you changed the BIOS to "Boot CD first".
See also the FAQ for possible problems and solutions:

If you need to burn a new CD, you can also try UBCD50RC1, which has much recent versions of all programs.

CD has been burned from .iso file using NERO. Files appear to be there but the CD will not boot even if the bios ic changed to CD first. Any idea how to make it bootable?

When you put this CD in your CD drive, which files do you see on it?

I burned the ISO file I downloaded to a CD but when it boots to CD it just displays isolinux 3.35 2007-1-28... etc..

Is there another step before burning the iso file? I burned it as a iso image. I used DeepBurner and ImgBurn.

When you see the ISOLINUX message, you must press ENTER.
If you don't like that, try UBCD50RC1 instead.

Yes I tried this also. I press Enter and nothing happens. I pressed it multiple times and waited for a while. More than 5 minutes.

Do you have an USB keyboard? If yes, enable USB legacy support in the BIOS.
Try UBCD50RC1.

I decided to download UBCD50RC1.iso and burned it using ImgBurn to a cd and it worked. Booted to the UBCD menu. Thanks!
