New to UBCD. XP setup wont boot

I have a Dell comp that kept stalling at the boot screen on the HDD. cannot access safe mode or any other mode because of a bad shutdown. already used UBCD to wipe out entire HDD and then tried to reinstall a new copy of Windows XP Pro, but at the very start of windows setup, then blue screen appears. what can i use to fix this error and am i forgetting any steps?
