chkdsk runs on every boot

Hello,
I'm not sure this is the right place to ask this?

Everytime I reboot, chkdsk runs on my 2nd. partition of the primary drive.
I cannot defrag that partition because it says that chkdsk is scheduled to run
even running chkdsk again doesn't allow me to defrag.

I got the following advice from my computer help desk.
Does this sound right?

To solve the boot errors you are receiving you will need to find a way to boot into a dos pompt. A good way to do this is with a boot cd which can be downloaded here - http://www.ultimatebootcd.com/download.html . Once you are able to access dos, you will need to run 2 commands from the c:. the first is " fdisk /mbr" and then also "chkdsk /f".
