Regarding DBAN, don't worry about it, at all. Version 2.2.7 has no new functionality in comparison to the official 2.2.6 release. The changes are not related to the program itself.

From the help text in the boot menu:
“HDAT2 V4.8.1: Latest version of HDAT2, but device-level testing is disabled. This issue is planned to be resolved in V4.9. Since V.4.9 is still in beta stage, I'm not sure it is worth adding a third version of HDAT in UBCD. The current beta downloads include V.4.5.3 too. Adding v.4.9 in a customized UBCD is easy too. Victor would need to decide which versions to add and which ones to left for customizations only.

No link should be added to the main site. The link mentioned in the above post is / was NOT "official". The same information can be found in other sites, with more updated downloads too (as version 4.23, which is the "official" version) but other versions “dropped” some functionallity. Both versions of PowerMax should be kept in UBCD. The Syslinux arguments for both PowerMax entries would probably be better with "APPEND raw".
SCSIMax (Maxtor/Quantum) :
Generally speaking, the links should point to information about the respective tool, not necessarily to the download. In this particular case, the link contains first the download and then the information. Since Seagate changes its website structure relatively frequently, I'm not sure how long the link would be "current". In any case, I am posting here your proposed link with a slight correction:

IIRC, the version of DBAN 2.2.6 included in UBCD 5.1.1 was adapted for older CPUs. Since DBAN version 2.2.7 is not supposed to add any new features, I'm not sure if Victor would update it. FWIW, for older systems there is still version 1.0.7 available as a floppy image for UBCD customizations.

I shall repeat that these are just my opinions, and I would suggest / request from Victor to copy the table from the homepage (including links) to the wiki before each and every change. Sometimes, old links are more useful for finding relevant information than newer links.
