I'm not too knowledgeable on the subject, but I'd focus my attention to the device manager. Are there any unknown devices? If you have not already done so, make sure you are installing a driver for your chipset. Dell is quite good about keeping updated drivers for their older systems. If you're not sure, provide the model number and I'll take a look at Dell's website.
The other area to pay attention to is also in Device Manager, under "IDE ATA/ATAPI controllers". Look to see if DMA is enabled (not exactly sure where it is, in fact, I don't have the option on my system because the chipset driver automatically enables DMA).
For testing purposes, I'd disconnect my computer from the Internet, disable software firewall and anti-virus and see if that was impacting the performance. I'd also make sure I had the latest software (Nero in my case) and the latest firmware for my CD/DVD drive.
