It is because Disk Editor and PTS DiskEditor where hosted on GeoCities, which is closed recently.

For wiping your hard drive, use the manuafacturing tools.

the the manuafacturing tools don't work on my machine and the hitachi corp. send me the link of this site(ultimatebootcd.com).
what is the best ?

for a lot of reasons , and hitachi tell me that i must do a low level format . which one is the best ?

If the hitachi tools don't work, I have no idea.
Ask them which utility to run.
You can try HDDerase (but not version 3.1) because it sometimes locks your hard drive.
Download UBCD50b12 or UBCD50R1 (you need some hours of patience for it, uploading now).

You need to download the UBCD iso first and burn it. The links are just links to the site from which they are downloaded (you don't need them).

ah ok . then in the .iso there are the program that interest me ?(low level format)

When you have burned the iso (not as file, but as image) and you boot from the CD, you will see a menu, in which you select the "Hard disk tools" ==> Editing tools (or something similar) ":
