Does the UBCD make a serial tty available on boot? I'm trying to rescue a headless system and have no way of attaching a monitor of any kind.

No, UBCD doesn't send any output to the serial port.
Syslinux (SYSLINUX/ISOLINUX/EXTLINUX/PXELINUX) support sending output fo the serial port, when you specify the SERIAL keyword in the syslinux config files:

But I don't know if the programs you boot from the Syslinux menu, support the serial console.
