Pretty much know what was wrong. Safeboot (a drive encryption system) is on the laptop. That is why the drive appeared to be unformatted.

Trying to reset the Administrator password
Went into tools and passwrod renew. Then tried to get to the c:\Windows directory. Get a message stating that the drive is not formatted. I think that is where I need to be for the next step.
What am I doing wrong?
