Major help needed

hello, I seem to have a major problem with my dell inspiron 6400,
i have ubcd on a usb and ready to go but dont know what to do.
my laptop loads and gets to the black xp screen at which time it just stops and wont load even though the bar goes accross the bottom.
i use F2,f8 and f12 and use safe mode but words fall down the screen the every time it goes to a blue screen saying error.
basically not matter what i do, I cant get into my laptop.
i was directed to this cd -
1 - I have press enter to boot page - if i leave this it says chainboot failed?
2 - i get the blue box with all the tools in but which do I use to solve the above problem and get into my PC.
Oh I dont have a XP recovery disk - dell didnt give me one
