Small Business Server - can't reset admin password

I have a MS Small Business Server 2003 setup as a domain controller. Using UBCD 3.4 stnd. I know the password reset only affects the local SAM account, not the domain account.
So I followed directions to reset Administrator account to "blank" (*), then rebooted into Act Dir Svcs restore mode and could NOT logon with blanked password.
I have used this procedure on a regular 2003 domain controller successfully, but cannot get the SBS version to work...
Any thoughts?
