Could Not Install System Files

I used UBCD (FREE FDISK v. 1.3.0) to partition my HDD, set active partition, and format the primary partition. I added the /s command to copy system files to make the partition bootable, but the error message stated:
Warning- No SYS in PATH- could not install system files!
No other information was given.
Is there a work-around for this, or another way to put the system files on the primary partition to make it bootable?
