No desktop after booting from ISO

I'm using MS's Virytual PC for testing my ISO. Boots fine, but no start menu? Anyone has a clue why?

There's no reason why you should have a start menu. This is not a Windows based CD.

This is not supposed to boot Windows ...

Please. We know we are not booting into the actual Windows Shell. It's a Windows environment.
