question regarding use of proper tool

Hello all. I recently got hit with a infinite update loop on a vista box. I burned the UBCD iso and I can boot into it fine but I wanted to ask what tool on the disk will allow me access to the command prompt so I can nuke a specific file chain to break the cycle. Any pointers would be greatly appreciated, Thank you
